Red's are attacking blue line. 2 Metres out, red's knock forward over the goal line and blues minor the ball. Under normal circumstances, a scrum is awarded to the blues 5 metres out. Why can't advantage apply and blues start with a drop out 22?

I'm premier ref in Wales and have been told that I will not make the International panel due to my age. Is this fair? My performance is equal toif not better that the majority in the same grade. Should age come in to it?
