    The video clocks aren't showing real game time, that's the issue. Check this out - the video clock is red - and the ref tells Georgia there is still seven minutes to go!

    That's still not what the ref allegedly said. There is a difference between "You have a minute left to kick" and "If you wait a minute before kicking, the game is over" Surely?

    so - to clarify - the ball carrier can instigate head contact with force with impunity, and any tackler being struck in this manner might get away without a card but still "concede" a PK?

    I am not a ref. I do not sit on panels. I have not seen the video I'm struggling to balance clauses 18, 26, 32and 33. In the light of their contents I can see why the rugby citation ended up as "no foul play" and the court ended up with "foul play" [ in effect ]. I'm just struggling to see...
