7s substitution change?

Current Referee grade:
Level 1
While watching the Dubai 7s I heard a commentator mention that players who were substituted could rejoin the match.

A poster on another rugby forum asked where they could find this change, I looked but could not find anything. Anyone else heard of this? Does the commentator not know what he was talking about? Is there a secret email?

Haven't heard of anything new to the 7s laws. He may be referring to the HIA or blood sub laws accidentally though. Law is pretty clear and this is straight from the 7s law variations.

[LAWS] 3.13 Substituted players rejoining the match
If a player is substituted, that player must not return and play in that match even to replace an injured player.
Exception: A substituted player may replace a player with a bleeding or open wound.

Just looked at the RFU council report on the NCA site and in the World Rugby report it confirms that the World 7s have moved to rolling substitutes.

Noticed during 7's in SA the commentators mentioned 5 interchanges, with replaced players allowed back on

Would that be the same commentators that queried the ref's decision to award a try because a pass in the build-up "drifted forwards a metre and a half". It should be needless to say that the ball did not go forward out of the hands...
