End of match on a penalty

If a penalty is successful and the game shows time has expired , does the referee still allow a restart ? I think not , but I’ve seen it said that there must be a restart . Or does it depend on whether or not the penalty was awarded before or after the game clock expired ?

This is how I understand it - if the PK offense occurs before time, we get a restart and I’ll inform both teams we’re at time. Not sure I can find the specific law* so interested to hear what others feel.

*Edit: I see it as covered by 5.7b but may be other places or Clarifications, etc. that I’m missing.

5.7
  • A half ends when the ball becomes dead after time has expired unless:

a) A scrum, lineout or restart kick following a try or touchdown, awarded before time expired, has not been completed and the ball has not returned to open play. This includes when the scrum, lineout or restart kick is taken incorrectly.

b)The referee awards a free-kick or penalty.

c) A penalty is kicked into touch without the ball first being tapped and without the ball touching another player.

d) A try has been scored, in which case the referee allows time for the conversion to be taken.

If the penalty is warded at 79:30, the kicker has 60 seconds to take the kick, so he can run the clock down legitamately and take 35 secs before he takes the kick, and time is up so long at the kick is successful or goes dead.
