During the Reds v Waratahs (late in first half), Greg Holmes (Reds) left his touch on Benn Robinson (Waratahs) which he used to hold off Robinson's hit on the engage (the camera was focused in on this). The result of this was one of the few scrums the Reds dominated the Waratahs.

If you see this in a game, is it a free kick or a penalty kick?

surely a free kick. You must touch and then bring your arm back. You would free kick an early engagement so why not this.

Manage, FK, PK, YC... no different to any other offence attracting the same penalty. If it has no effect, you can manage it on the next scrum, if it has an effect, FK right away. You don't have to go via a PK, but it does give you a chance to get your message across without the need to have a man off, ultimately that's what you're trying to do isn't it?

Hmmm.: chin: Law 10.3(a) says sanction for repeat infringment is PK. That suggests to me that PK should come before YC.

If you mean COULD come before then you are correct.

But there is no requirement to do so before issuing a YC.

In terms of game management then it may be that the YC and PK would come together, but again not strictly necessary.

I think Simon is playing a game with both strict technicality and with your head..:)

Manage it by awarding a FK; If it makes the engagement dangerous manage it by awarding a PK; Both awards require a short, sharp explanation of your future requirements. Any repeat of the action could lead straight to PK and YC. Playing about at the scrum engagement can have serious consequences. The opposition front row understand this-they will 'manage the situation' for you if you choose to do nothing.
