Well, lets review the last couple of months. Left the EU - the preceding weekends have been blasted with storms. There's been localised flooding, due to the increase in waterfall and building damage due to the high winds. We've had partial travel disruption up here in Scotland as the main bridges (Tay, Queensferry Crossing, etc) have been closed due to high winds and falling ice. So you'd think that's great in itself. Now we're getting this beer (Corona) disease (virus) lol. So far it's been a hoot.
On a serious note. To answer your question, it's too early to tell if this ridiculous, ill-thought out ideas will actually work. Might be another year or so before we see any impact. Either negative or positive.

In name. UK still pays full EU dues until March 2021 while final exit carp gets sorted.
Still no 350M a week to the NHS a a result oif course.
Just when the NHS needs it most. Along with all the EU staff that are moving out of the UK as a result.
Unfortunate chain of events some might say.....

Hmmm... It seems opinions differ and some sources say it is being delivered, eg "From blue passports to NHS funding - the Brexit promises that are being kept"

My recollection is that the The Independent was (is?) extremely anti Brexit so their view isn't surprising, but may not be the whole story.
