They are saying - if you go off for a HIA, then if you pass you must return. This implies that then you can be subbed as per normal. In effect, if you want to sub a player passing the HIA, then you need to replace them with a player who is allowed to come on as a tactical sub. So the player on the field who is only allowed on for blood/injury, has to leave.

The slight problem with this is that the relevant paragraph of the HIA Law amendment trial doesn't deal with whether the player being assessed passes or not. It is written purely in terms of whether s/he is presented for return within 10 minutes:

[LAWS](a)...If the player who has been temporarily replaced does not return to the field of play within ten minutes (actual time) of leaving the playing area, the replacement becomes permanent and the replaced player must not return to the field of play.

(b) The player must be presented to a match official on the touchline within the prescribed
time period.

(c) If a head injury assessment starts within ten minutes of half time, the player must return to
play immediately after half time or the replacement becomes permanent.[/LAWS]

So (according to the Law Amendment) the tested player is not allowed to return if he doesn't present himself within 10 minutes - pass or fail; but if the Law Clarification is correct, the temporary replacement must be withdrawn after 10 minutes.

Can the tested player instead be replaced after the 10 minutes are up with someone eligible to be a permanent substitute, after his temporary substitute is withdrawn?
