Just to throw another variation in.
The designated Front row replacement might be one or more of the starting 15 not on the bench. (usually in the pack)
I had a L8 game a few years ago where the both teams nominated FR replacements were the Stand offs!
I knew both teams well and could verify both could play in the FR.

No I'm happy that I'm right and I've seen it applied as such.

15, 16 AND 17 are about uncontested scrums cause by a FR player going off (with 16 specifically stating when the enquiry is made as the contested scrums or not!). 18 is about front row replacement generally.
