I guess my question to Phil E. is 'what is the reason for 15.5(g)?'. If you take his interpretation then (c) and (d) adequately cover a player being short of the line. (c) says he can place it in any direction, (d) says he can't push it forward.

I would argue that the reason (g) exists is to override (c) and (d) when a player is close to the try line and allow him to make any effort to score. I'd also argue that the wording is poor and leaves things open for his interpretation.
