Regarding penalty mark & back 10

Team A ,,are awrded a penalty between their 5 meter line & try line ( lets say 2 meters from their try line )
Although the official mark for penalty is on the 5 meter line.
They can if so wish take quick tap & go from behind mark & in line with mark .

Lets say they decide to take quick tap & go from their own try line ( trying to keep this simple )

Where would you allow opposition to run back to
A ) 10 meters from where quick tap & go was taken
Or
B) would you as if they opted to take a kick to touch insist they go back 10 meters from 5 meter line ( where mark is )

Hope above makes sense

Option C

21.7 What the opposing team must do at a penalty kick

[LAWS](a)
Must run from the mark. The opposing team must immediately run towards their own goal line until they are at least 10 metres away from the mark for the penalty kick, or until they have reached their goal line if that is nearer the mark.

Why is the mark for the penalty on the 5m line if it is awarded 2m out?

The opposition must retreat 10m from the mark not from where the penalty is taken from.

This past season the official mark for the penalty would have been the place of the offence ie 2 metres out.

Next season the 5m rule will apply to both goal lines, not just the opposition one.

As thepercy says, the opponents always have to retire 10m from the mark, even if the actual kick is taken well behind it.
