Penalty kick not making touch

Happened a couple of times in the Sale v, Tigers semi toward the end of the 2nd half (and I had to feel for the kicker - he must be gutted).

Both were Leicester penalties; One penalty kick for touch went sailing beyond the far corner of the pitch. Another a few minutes later landed just in goal and bounced out.

Both restarted with Sale scrum at point of kick - which law is that?

(Apologies in advance, tried looking but no joy, I’m assuming it’s obvious once pointed out.)

Ball kicked dead through in-goal
  • If a team kicks the ball through their opponents’ in-goal from the field of play into touch-in-goal or on or over the dead-ball line, the defending team can choose:
    • To have a drop-out anywhere on or behind the 22-metre line; or
    • To have a scrum at the place where the ball was kicked

    • Exception: An unsuccessful kick at goal or attempted dropped goal. In these cases, the defending team restarts with a 22-metre drop-out.
