Watching Italy vs England. Blue winger 14 heading down right wing Marcus smith makes tackle then while on floor post tackle pulls him into touch, lineout England.
correct call? Tackle made should release right?

Particular incident not seen, but in principle against the tackle Law.

No. Tackle was good but Law 14:
  • 5. Tacklers must:
    • a. Immediately release the ball and the ball-carrier after both players go to ground.
    • b. Immediately move away from the tackled player and from the ball or get up.
    • Sanction: Penalty.

Correct. Smith did exactly as you describe and at least in theory should have been penalised.

When I first saw it I thought it was all part of the same movement but looking at it again you could argue that it was two seperate actions.

similar happened in the 2nd half - sorry - cant recall any details though.

Marchant maybe did the leg placement into touch ?

This one? White 13 brings Blue 11 down - and then grabs his leg, pulls it over, then pushes down on to the whitewash.

But the lineout wasn't given.

Of course that doesn't make White's action legal, just not material (Blue was no longer holding the ball).

I realised on Sunday that we have discussed this before but I couldnt recall what the general consensus may have been!

No - players in a ruck latching onto the tackled player on the ground isn't permitted in an attempt to secure a ruck so logically you can't drag a player on the ground into touch. PK the first infringement depending on the timing of events and verbally manage the other one.
