I was thinking about while rereading the PK laws due to another thread, but the scenario I describe happened a few years ago (Wales v England, so probably 6N?).

2-part question - Law then Game Management.

White infringe at ruck in their 22, PK awarded to Red.
Mark is in middle of pile of bodies from both team including Red players on the White side of the ruck.
Red SH picks up the ball and stands just behind the ruck in line with the mark.
Red SH quickly taps and then rushes through the oblivious Red and White players to pick out a path to goal and dots the ball down.

Law question: Do you allow the try since there were Red players ahead of the SH both on the ground and on their feet on the other side of the ruck from the SH?
LOCATION OF A PENALTY OR FREE-KICK
20.1 The mark for a penalty or free-kick must be in the field of play and be no closer than five metres from the goal line, as per the following table:

While the ball is in play excluding a late charge after a kick.At the place of infringement.

20.10 Other than the placer at a place-kick, the kicker’s team must remain behind the ball until it has been kicked.
Sanction: Scrum.


Game Management question: If you don’t let it stand, do you just call them back to retake and have a word, or do you award a scrum? And a scrum to whom? Blue since Red fluffed their lines, or since this doesn't seem to explicitly called out, do we just use:

19.1 Where the game is restarted with a scrum and which team throws in is determined as follows:
Infringement / stoppageLocation of scrumWho throws in
The referee awards a scrum for any other reason not covered in law.In the scrum zone at the point closest to the place of stoppage.The team that was last moving forward or, if neither team was moving forward, the attacking team.
 
The players being offside does not automatically mean that they should be penalized or have play brought back.

If they interfere from an offside position, then you'd have a case; otherwise, play on. This isn't NRL-style refereeing.
 
I’d point to a common 7s tactic that I have seen - penalty at the breakdown, ball is on the deck. SH taps ball on the ground, picks up and goes.

The only time I see it being remotely relevant is when advantage is being played and the mark is a ways back from where play was when play was stopped.
