Quick throw in, touches player before going 5m?

Current Referee grade:
Level 1
I'm unclear on law 18 around ball touching player before going 5m.

18.4.c remarks that ball not going 5m and touching player is option of scrum or lineout.

18.6 says touching player before going 5m is free kick.

(See law snap shot).

Anyone able provide me with some more understanding on what happens here?

If I'm not mistaken, this is one of the many cases where there is a distinction between the ball touching a player (accidentally) vs a player touching the ball (deliberately).

It used to be a case of different options depending on whether the ball was caught prior to passing the 5m line by a defender or throwing in side.
All not 5 offences are now a FK on 15m line.

18.4c is if the ball fails to reach the 5m line.
18.6 is if a player prevents the ball going 5m. i.e. steps forward over the 5m line to catch it.

If you go with a FK every time you wont be far wrong and no one will argue with you.

I feel that an opponent blocking a QTI by standing inside 5m is worth a PK, and would give one
And if it prevented a Bordeaux style try ... penalty try?
