If a referee of another Union say UAE is invited to officiate in a private match say in Sri Lanka what are the implications in taking the assignment and what protocols should be followed .

Not sure from a rugby point of view, but from an insurance point of view, I'd suggest understanding the liability side before I would referee in a different country!

I can only answer from a WRU view. It may be a good starting point.

We have to advise our Referees department at the WRU. They will either sanction or not. They usually ask for a copy of the "invitation" to ensure that he game is propery sanctioned.

Also the country you are going to will generally want confirmation of your level from your own Society.

So, for instance, if you're going to Spain on holiday, and want to have a run around, you have to get the RFU's permission?

If you want to referee and be insured then yes. You may also need extra insurance in case you get injured. Standard holiday insurance may not cover taking part in organised sports.

If you wish to referee overseas you must complete a Permission to Referee Overseas Form.
This form is essential to ensure that you are covered by the RFU's insurance to referee.

No. Only if you are representing the RFU in some way. I.E. via your local Society. You can do refereeing on a social basis as long as you do’t involve the RFU. Try to claim, fill in diciplinary forms etc. As Phil more or less says, you are on your own!

I went on holiday to Cape Town a couple of years ago. I contacted the local referee society, Western Province, via e-mail and asked about the possibility of reffing while I was in Cape Town.
They asked for a letter from the WRU confirming who I was and my reffing background. I contacted the office who forwarded me what was required and I sent to WP Society.
They appointed me to 2 games while I was there.
Great experience..and clubs very welcoming to a foreign referee!

Exactly my experience when I reffed a couple of games in England when there for the World Cup in 2015.
I fondly remember arriving at St Pauls School in London in a motorhome, to which the coaching staff commented that I was the first ref to ever bring his own changing room. 😄

As above you get your authority to provide you with your "credentials" and what level you can ref at and the local ref society can then appoint you to a game at that level.

By appointing you they make you a member of their society and you should be covered by them if anything untoward happens.
