Exactly my experience when I reffed a couple of games in England when there for the World Cup in 2015.I went on holiday to Cape Town a couple of years ago. I contacted the local referee society, Western Province, via e-mail and asked about the possibility of reffing while I was in Cape Town.
They asked for a letter from the WRU confirming who I was and my reffing background. I contacted the office who forwarded me what was required and I sent to WP Society.
They appointed me to 2 games while I was there.
Great experience..and clubs very welcoming to a foreign referee!
