Current Referee grade:
Level 8
England V Scotland

Well that’s answered that question .
Ben Young’s on the ground in goal presses down on the ball.
On field decision by the referee is a try.
Brought back for a knock on, but would have been a try otherwise, so answers the question of can you score while lying on the floor in-goal.

Not really , that was a 13.1 scenario , he went to ground to play the ball, and played it. No problem there , in goal or out of it. (You wouldn't have PK that in the FoP either .... would you ??)

13.3 is about players already on the ground , out of the game, and then the ball happens to roll by . Can't play that

Law 13 applies everywhere , FoP and in goal, just the same

20 mins: England go for the throat, Elliot Daly offloading brilliantly to Jack Nowell, who kicks smartly down the touchline. Ben Youngs is onto it, pursued by Ali Price. It looks like both players miss it, before Youngs grounds it – but replays show the faintest of knock-ons!

Here's one where Phil explains that 13.3 doesn't apply in goal

(Which I would now agree is the way it is conventionally reffed. )
