I'm watching Wales v England on YouTube.
With Wales in possession England don't commit at the tackle so no ruck forms. This is clearly a designed tactic and with Wales putting two, sometimes three, over the ball England have numerical advantage at the next phase.
However, the tackle is being played as if an offside line is in force. At 24:30 on the match clock Garce is yelling "Back, back" when clearly there is no ruck.
What's going on?
