Unable to post pictures because they're above some "quota"

I never had this issue in the past, but I just tried to upload a picture and it said I couldn't because I was over my "quota".
This value seems to change as I just tried to upload the image of what I was told and my "quota" was now higher. I'm not exactly sure what's going on, but being unable to post pictures makes discussions on certain situations very difficult. None of the pictures I tried to upload exceeded 250kb (that's a pretty tiny image size by modern day photography), so please fix this, or increase quotas as the forum will become useless to me if I'm stuck posting 100x100 pixel images. So here is another imageless thread from me, as I can't post the picture to show you what happened...

If you go to your profile somewhere you can delete old uploads to free up space

you can have my quota - I think I'm banned from posting photos (or at least should be) :)
