Thirty seconds in, Ben Youngs finds himself on the floor behind a ruck, ball squirts out and, from the ground he kicks it to Farrell

Should be a PK surely .. 13.3

It's taking a while for the implications of this Law to sink in

That is what I said at the time.
Player laying on the ground and playing the ball (by kicking it towards a team mate) when it happened to come within range.
IMHO is should have been a PK to Wales.

This Law was introduced with no fanfare in 2018. It's taking a while for the implications to sink in. This incident is a good example

I bet that it will happen, whether you see it or not, but if you do see it you will penalise it.

Yes and guess what, it happened in my game today. Ball carrier tackled, ruck formed and then a ball carrier's teammate accidently kicks the ball out of the ruck. Before the oppostion could pick up the ball, the tackled player, on the ground, reaches out and brings the ball back into the ruck! Peep, PK against you!

If the laws say you cannot kick the ball when your bum is on the ground then indeed - no way.

I don't recall a specific law referring to bums no the ground, but I think the general guide you're on the floor you're out of the game covers this scenario.

Law 13.3

[LAWS] A player on the ground without the ball is out of the game and must:
Allow opponents who are not on the ground to play or gain possession of the ball.
Not play the ball.
Not tackle or attempt to tackle an opponent.
Sanction: Penalty [/LAWS]

Background: this was new in the 2018 Law Book
At the time many said: haven't we always reffed it that way?

Well, I don't think we actually did...

I think most of us did, with the caveat that a player is allowed to go to ground to gather the ball and then has options about how to play it.

There was another playing the ball on the ground by Wales I think in the second half, Welsh player tackled sets the ball up but rolls it along the ground at least twice towards him while he's prone. Sinclair comes in from the side and gets pinged for this. Knock on, scrum England?
