Yeah, even my son spotted that... urban/rugby myth carried on by elite level ref... a bit of a concern IMHO!

He did specifically say "No, you can't go quick 2nd time"

The laws say that the 2nd penalty can’t be taken until the referee has made the mark.
I couldn’t find the complete game footage but in the highlights I saw Luke Pierce was issuing a yellow card here. It’s possible since he was dealing with the card, he hadn’t made the mark yet?

The laws say that the 2nd penalty can’t be taken until the referee has made the mark.

I think LP's choice of words is the issue here... if he stopped them and said "No, you can't go until I've given you the mark" it would have been better.

Fair. Personally, I don’t like to make the mark the second time until at least most of the offending team is back 10. For me, letting it go immediately again and again has often devolved into messy, negative play.

Personally I won't wait for the defence to sort themselves out, but I don't hurry to make the second mark... most of the time this scenario is offside after the first quick tap, so I go at "casual stroll" speed as I move 10m up the pitch... I think it provides the defence enough time, and if they still aren't ready then it's on them.

This pretty much sums up my approach - maybe more urgent than stroll but certainly not a jog. Most teams I ref will be yelling “back 10!” at each other, as they are now sensitized to it.

No, good game management is to stick to the wording in the law book. So don't make a mark until you're ready to go.

Sanction: Second penalty or free-kick, 10 metres in
front of the original mark. The second penalty or free-kick must not be taken
before the referee has made the mark.
