I am just having a mind blank, From conversion or drop kick at goal touched by a charging down player does the points count if it goes over??

If team A kicks directly into touch from inside their 22m and team B gets a touch on it in attempt to charge down where is the lineout taken from.?

can a player start their charge at a coversion attempt from between the posts??? i always thought you couldnt and most people i have asked dont think u can but on review of the law book i see nothing that states you cant.

Any tips on getting that professional sound out of my whistle?? I have been experimenting but occasionally fluff it.
