I'm guessing because they only turned up with 20 players, not 22 (or 23 whatever the local rule allows)

I'm confused with the numbers. Why have they only got 2 subs left?

Well they had used a number of subs already at that time.

20 man squads(5 subs) with 12 interchanges allowed. It was close enough to the end if I recall and they had used 10 interchanges already. Perhaps I would have been better to say they had 2 more changes left.
