In the latest of Ben Ryan's columns for the Grauniad he discusses England's lack of ability to change tactics against Wales. His basic tenet is that they don't feel safe enough to take enough risks. However, in the last paragraph he states "The way the game’s laws are officiated at the moment does not help free thinking...." without going on to expound....

Thoughts?

I'd guess he either means unempathetically, or not sharply enough to reward players pushing boundaries. I know he's a vocal critic of the modern approach to breakdowns.

Could be referring to anything. Pick your pet hate in the professional game (or more particularly how it's refereed).

Personally I'll go with obstruction (kick chase, at rucks, maul break offs.....)
