Let player up? Not required. Tackler grasps chest? OK, so far. Puts him on his head? Not so good. PK for sure.
Card? Not from me.

surely mweorth a bit of a talking to though....

... its not a deliberately action, but is one done with no consideration of the outcome. You/we/he/they wouldn't want it occurring again a few minutes later surely ie rolling someone forcefully onto their head etc.

then again, maybe some do...

There's a ball carrier on his feet, who is taken to ground and held by an opponent. That fits the requirements for a Tackle.

During the tackle the ball carrier's legs are turned above the horizontal by the tackler and the ball carrier lands on the top of his head, with enough force to knock the ball out of his hands.

That the tackle started so close to the ground is possibly the only reason that it wasn't :norc:

I was OK with the decision, looked dangerous to me. Not the worst ever, but certainly a little careless, and could have been nasty.

It's a dangerous tackle putting the ball carrier on his head. PK and :noyc: minimum with a reminder about tacklers responsibility.
