Pre-match today I was confronted out of the blue by an otherwise friendly coach who was insistent that the team not throwing in at the lineout should equalise numbers, i.e. not put fewer players in than the team throwing in.

This was U19 (U15 to be more precise, but age/local variations seem to be irrelevant); I explained that U19 variations for scrum are that numbers - indeed formations - must be identical when fewer than 8 take part on either side for whatever reason, but that I had never heard of a similar variation for line-out.

Is there anywhere that has ever played to effectively the reverse of one of the recent ELVs?

There isn't a U19 Line out variation. So law 19.8 applies.

The only time he was correct is when the throwing side only have two players in their line.
