I've not seen Mr Fox's secondary signal or heard his decision, to get either might explain the critical penalty. Here's the suggestion, penalise all teams for offside at kick off & watch all commentators bleat about 'pedantic' decisions ........ but hey, that's the microscope they're under - wait til PRL starts owning them !
