Current Referee grade:
Level 6
1. CHALLENGE OF THE MATCH: A sunny afternoon with a cold breeze blowing across a firm flat pitch was the setting for these two teams who both gained promotion last season. Both teams were looking for their first league win to get them off of the bottom of the table. The home team fielded a younger & lighter team than their visitors. Although smaller the home team forwards enjoyed early dominance in the scrum but could not sustain it. The visiting threequarters edged out their hosts with too much pace against poor tackling and scored four converted tries, two in each half. The first being a great individual effort by the fullback. The game was played in good spirit and the attitude of the players and crowd was acceptable throughout the match. James’ refereeing attracted the customary advice/banter from the crowd and questions from the players but he did not appear to have any great difficulties.

Match Stats:- 15 pk’s and 1fk in total with 1 yellow card, 10pk’s & 1 fk against red plus a YC. 5pk’s against blue
4pk’s in 1st qtr. 4pk’s & 1fk in 2nd qtr. 7pk’s & 1 YC in 3rd qtr. 0 in 4th qtr.
4pk’s @ tackle. 2pk’s @ ruck /maul. 2pk’s @ line-out. 1pk & 1fk @ scrum. 6pk’s @ open play/obstruction.
21scrums with 6 re-sets

2. MATCH MANAGEMENT:
Control:- A short pre-match brief was the prelude to the match which over all was well controlled by James. A good balance of preventive/punitive measures to control the match was achieved by way of good comments at the breakdown and his interaction generally throughout the match. Foul play in the form of two high tackles was managed effectively as was a deliberate throw of the ball into touch in the red zone which resulted in a yellow card. A bit of hand bagging by two players in the dying minutes of the match was handled in a calm and firm manner. There were no apparent persistent infringements or critical incidents.

Communication:- James’ communication contributed to his control of the game. His whistle was effective by way of varying tones to being loud at penalties. His primary signals were authoritive and decisive but secondary signals were slightly inconsistent, sometimes they were there, sometimes they were’nt. It seemed James was focusing on giving the explanation as opposed to explanation with secondary signal. Also when the yellow card was issued the penalty was awarded without a primary signal.
James’ vocal communication was good particularly at a high tackle where his comment of “I’ve seen it” prevented any over reaction. He also regularly advised when the ball was taken back into a teams own 22mtr area or if it was always in.

3. THE REFEREE’S POTENTIAL:
James gave a confident performance in this match. His decisions appeared to be accepted without too much debate which was an area he said he was trying to improve.
With plenty of running to do his fitness was not a problem and he never looked out of position. His current grade appeared to be correct and level seven rugby would be a good test for him.

AREAS TO DEVELOP – Please select up to three of the above units to outline areas that need to be developed using the Key Components Descriptors.

LINE-OUT
At the first line-out a material non-compliance occurred when the red threequarters encroached within 10mtrs and cut down the space for the blue ball winners to play in. As the hindmost foot of the players of either team in the maul, that had formed at the line-out, had not moved beyond the line of touch then the line-out had not ended. Therefore the red threequarters were offside. The red players responded to James lowering his arm as per the pre-match brief.

Early lifts occurred occasionally without any comments or action to deter them.

KICKS
At some kicks ahead the ball in the air appeared to be the focus of James’ attention and not the kicker or players around him.
ADVANTAGE
Advantage was played and communicated but when gained “advantage over “ was not always said.

REFEREE’S STRENGTHS – Please select up to three of the above units to outline the Referee’s strengths in this match using the Key Component descriptors.

TACKLE
James controlled the tackle area well by arriving early and encouraging the players to be positive. Negative acts were correctly penalised.
Two high tackles were dealt with in a calm and firm manner.

SCRUM
The majority of scrums enjoyed a good engagement with correct protocol employed. An early engagement in the 2nd qtr was dealt with and was not repeated. A scrum leading to a push-over try was well monitored.
Offside and back row binding was also well controlled.

KICKS

At a restart by reds a red player went over on his ankle as he went to jump to gain possession of the ball. As he collapsed in agony in front of James the whistle was immediately blown to stop play. No player had touched the ball and it subsequently landed in the field of play and rolled into touch. The player was treated /replaced and play was restarted with the kick being taken again.
It could be argued that this decision was incorrect. In law it should have been a scrum to reds because:- 1). The ball was in the air and no team had possession of it when the whistle went. 2). The ball went into touch after the whistle went to stop the game. 3). Therefore because the ball was kicked into the blues half, and that’s where the stoppage occurred, reds get the throw-in at the scrum to restart the game because they were the attacking team. However, whilst empathizing with the player/situation James’ decision, which was made clear and decisively, was accepted without question. This appeared to be a good common sense decision.

A good report, couple of things to work on, the line out generally is one of the easier areas to police. an early penalty for 3/4's moving up if the first advice is ignored fixes that quites quickly.

Calling advantage over clearly, will help you and players react. Its an easy one for a player to comment on and disract you if you don't call it.
