Going in to the side of a 'maul' over the goal line

Current Referee grade:
Level 9
Here is the scenario. Red are in possession and mauling towards the Blue goal-line. Red crosses the goal line, with the ball also beyond the goal line, but struggle to ground the ball (the maul is therefore over?). Can Blue then come into the side of what was a maul to rip the ball or engage the ball carrier - there being no offside line anymore?

Yes.

Just don't let the struggle go on too long or get too messy before you call "Held up".
