[Ruck] I am confused

In World Rugby's recomendation for reduction of injuries we have the following

· Off feet at the ruck – players must move away from the ball without delay.
Rationale: To ensure more space and time is afforded to the attacking side.
Recommendation: Specialist working group should be formed to assess all issues regarding the ruck/ breakdown.

In the laws we have

Players on the ground must attempt to move away from the ball

What exactly is the difference.

"Without delay" And


THere is also an inference that an Attempt is no longer good enough. "Players MUST"

Level 7
So if you attempt to roll away but you are tied in by approaching opposition you will be penalised.
I guess that is just a clarification to justify Showbiz rugby at the top level?
