I remember hearing that some of the ELVs are out of favor (collapsing the maul, numbers at the lineout). Are those laws still in effect or has it not been made official yet?

The 2009 Laws are available on the IRB site. They include all the ELVs that were accepted.

In some places competitions had started before the ELVs ended, so they continue to use them. Everywhere else, the ELVs no longer apply as such.

Its all been made official and is now referenced in the 2009 Law Book. There is also a document available listing all the changes.
