[LAWS]. 13.9 (d)
If the ball goes direct into the kicking team's in-goal without having been touched by a player from either team and:

it is made dead by a defending player, or
the ball goes into touch in goal, or
lands on or over the dead ball line;

a 5-metre scrum is awarded and the attacking team throw in.[/LAWS]

Would be better than :

[LAWS]. 13.9(d)
If the ball does not travel ten metres and ends up in the kicking team's in-goal and:
it is made dead by a defending player, or
the ball goes into touch in goal, or
lands on or over the dead ball line;
a 5-metre scrum is awarded and the attacking team throw in. [/LAWS]

As it seems that the provisions of law 13.9(d) is not determined solely by the ball not travelling 10, it also applies if it does travel 10 but is then blown back

I can understand why it is written like this - no, it is not that I understand 12 year olds.

If the kick does go 10m then it is in play (assuming not out on the full), so there is no reason to include that in 13.9(d), even though the result would be the same. 13.9(d) is required to clarify whether a 5m attackers' scrum or options under 13.7. A potential difference of 45m. Until now, only 13.7 applied when the kick didn't go 10m wherever it finished (as long as not out on full).

But I would agree that "without having touched or been touched by a player" (see 13.9(a)) should be included .

The common denominators are: restart kick, not touched, goes over own GL /DBL...

"Travelling 10m", or "ends up" doesnt need stating. Overstating doesn't always help.
