the IRB introduced this confusion when they (probably inadvertently) changed the Law to say that defenisve PK in goal should be advanced. there's no need for that either. Admittedly a defensive PK in the in goal is few and far between, but there's no reason why they should be advanced and we managed well enough for ywars without doing so.

Current Referee grade:
Level 7
They could be advanced to the Goal-line. Otherwise a penalty right up against Touch-in-Goal but 7m back isn't much reward.

In a game of territorial advancement/progression, i expect the kick position to mirror the position of the offence, even if you were under the severest of pressure. Makes sense.
