we're back to_a FK for blue ,under 19.8(a) , which was my initial thought.

Do over. No need for FK.

19.8(a) The sanction doesn't state that the ball must not be thrown in and it doesn't name a beneficiary.

The Beneficiary is obvious, ( unless you sanction the team who did have their 2 players at the LoT awaiting the LO to be firmed )

If 19.8(a) doesnt mean ....'comply or FK' , what does it mean ?
