In US football (gridiron) Y2 would been penalized for 'leading with the head'.

So from memory, the ball carrier in this instance cannot commit foul play. As it's the tacklers' responsibility to adjust for height. Meaning that mitigation can be applied to any unintentional foul play that may have been committed by the tackler. Eg the tackler needs to get lower, or tackler from the side/behind. Unless the BC's team mate does anything, like pushing him into contact.

Law 9.11 Players must not do anything that is reckless or dangerous to others including leading with the elbow or forearm
It would be reasonable to argue that leading with the head could be dangerous to others. I don't think being a ball carrier absolves them of all responsibility.

To your point, we know that the ball carrier can commit foul play because World Rugby confirmed that attempting to hurdle a tackler is foul play and should be penalized.

Nor can they lead with a forearm, or fend off in a dangerous manner, or stamp on people, etc, etc.
Foul play applies to everyone.
