Restart Kicked to touch

Happened at my game yesterday..

Restart kick went about 1m forward but then came back and bounced in field near touch line rolled over touch line about 1m back from the halfway.

Kick hasn't gone 10m, hasn't been played by opposition and didn't go direct to touch. The Laws don't quite seem to deal with this one.

Options? (We took a lineout on the half way. I know that wasn't right but it worked in the circumstances.)

didnt go 10m .... then rolled went into touch
3 options:
scrum at centre or kick again or line out from centre to try line ...

Since the ball did not go directly into touch, Law 13.8 does not apply but 13.7 does. Kick-off again or scrum.
