I believe you are reading 18 wrong.

The kick has to be in open play ...open play only commemces AFTER the kick off/restart kick!
So logically it has to be a kick (any kick) that happens after a kickoff/restart kick? Therefore no change.

But it also says that open play commences after a PK or FK, and if you apply turnover maul to team of catcher to those that is different from now.
