The 2017 Laws has this

[LAWS]22.3(b) When an attacking player who has possession of the ball grounds the ball in in-goal and simultaneously contacts the touch-in-goal line or the dead-ball-line (or anywhere beyond), a 22m drop-out is awarded to the defending team.[/LAWS]

Which in 2018 remains the same

[LAWS]21.4 When an attacking player holding the ball grounds the ball in in-goal and simultaneously makes contact with the touch-in-goal line or the dead-ball line (or anywhere beyond either), a 22-metre drop-out is awarded to the defending team[/LAWS]

which is an error, surely - as it should be either a 5m scrum OR a dropout, depending upon who put the ball into the in goal.

How would you ref that if the ball was put in by the defending team? I 5m scrum?

I agree with you Crossref. Yet another reason why some / all refs should have been looking at this and asking this sort of question of over that last couple of months.

An opportunity missed by World Rugby.
