Subs and jurisdiction

This is in the US at the D2 level. Two questions...

1) I heard rumors that the new law book would have "rolling subs" for the lower levels. What's the status of that?


2) In a league match, but with only one "official" official, is it the referee's job to regulate subs? At a match recently, Blue tried to bring a substituted player back on and Red complained. The ref wouldn't allow it, but the Blue coach bitched, saying it wasn't the ref's job.

Thoughts?

Dunno about US but here in most league games we have a team of one, and it is most definately the refs job to keep track of subs - whose else would it be?

Law 3.14 gives each Union the option to use rolling subs (maximum 12).

Current Referee grade:
Level 7
Outside of serious league and cup matches I've used rolling subs, with the agreement of captains all my career, don't care what the lawbook says, it's all about getting lads a game.
Will even use then in lower level league matches if everyone is happy.
many clubs at that level only have 1 team:wink:
