I think you're misinterpretting that. The law makes provision for a non-intentional collapse (eg a participant inadvertently trips over a player on the ground) which would then not be a penalty. Anything else is intentional and dangerouse play.

17.2(e)
A player must not intentionally collapse a maul. This is dangerous play.
Sanction: Penalty kick

I would have cross reference 10.4(k) in 17.2(e) but World Rugby do not do cross references.
