If Fiji beat Wales by more than 7 then do Samoa go through with SA?

My understanding is that if 2 teams end up on the same points (10, in this case if Wales lose and don't get a BP) the team that won the head to head will go through, i.e. Wales.

If Wales lose then it could get complex. The scenarios are unlikely based on the margins involved

If Wales lose by <39, Wales are through.
If Wales lose by 39-83, Samoa are through unless Wales score 4 tries
If Wales lose by 85+, Fiji are through unless Wales score 4 tries
If Wales lose by exactly 84 points, then it will come down to try difference between Fiji & Samoa

I think MattyP is right - at least the commentators and pundits all seemed convinced that the first tie-breaker is head-to-head result. Some have criticised Samoa for not attempting a drop-goal late on in the game which would have won them a losing bonus point and required Wales to at least get one point from the Fiji game.

Rankings at the completion of the pool phase

At the completion of the pool phase, the teams in a pool are ranked one through five based on their cumulative match points, and identified respectively as winner, runner-up, third, fourth and fifth.

If at the completion of the pool phase two or more teams are level on match points, then the following criteria shall be used in the following order until one of the Teams can be determined as the higher ranked:

The winner of the match in which the two tied teams have played each other shall be the higher ranked;
The team which has the best difference between points scored for and points scored against in all its pool matches shall be the higher ranked;
The team which has the best difference between tries scored for and tries scored against in all its pool matches shall be the higher ranked;
The team which has scored most points in all its pool matches shall be the higher ranked;
The team which has scored most tries in all its pool matches shall be the higher ranked;
Should the tie be unresolved at the conclusion of steps 1 through 5, the team that is higher ranked in the updated Official IRB World Rankings on October 3, 2011.
