Not really. You are being asked to decide what phase of play it is. Only after that can you decide if there was an offence, because the possibilities are different.

if it's a tackle only ONE must release - -the tackler. The other one can then immediately PASS.

This thread is getting increasingly unrealistic.

If one of them had someone near enough to pass to then he'd hang on and wait for the support rather than go to deck and force himself to pass instantly. Unless he's bloody good and can pass accurately 20 metres while on one knee an instant after his opponent has released the ball from a tussle. Frankly if he's that good the he deserves to get the benefit.
