[Junior] Wearing of leggings by junior teams

Current Referee grade:
Level 1
Could someone clarify for me exactly what the situation is with junior players (Under 19s and below) wearing leggings?
I had thought that they were only allowed to be worn in extreme weather conditions (cold) and only at the discretion of the referee, however, I was challenged on this by a member of staff at a school match.

Sorry Gedref, the "Leggins" thread is an inside joke. I could be wrong, but I think it holds the record for the longest thread in our history.

Gedref the Laws are that only women/girls can wear leggings.
However a few years ago a writer in RFU magazine "touchline", without consulting the appropriate authority, wrote that they are allowed for u18 and below in cold weather. There was then and is now nothing in the Laws or in RFU regulations that would allow male players to wear leggings.

So thats the position.
