Players instinct is to stop when they hear the whistle ( start of each half & time on ,excluded)

Penalty kick
Free kick
Mark
22 drop out

All these whistles the team with the ball can restart at will and the oppo need to be ready.

A whistle for touch is no different

We did this to death 4 years ago, it was massive in the "zombie ball " discussion.

oh well, may return in a couple of months to see if the "learning" is still going on !!!

Sometimes it's not clear, eg wingers foot in touch you have to blow.

Anyway, what isn't working is different refs doing it differently. We should follow a standard.

but as the whistle hadn't gone when contact was made, then the ball was still in play.

Is this true? Red player scores in the corner and, as ref jogs up to award the try, Red player punches Blue player in the nose. Does the try stand or not?

To be honest Dickie I'm not sure (the OP scenario, not yours).

But the referee must have thought it was still in play with his first suggestion that the penalty was back at the kick (on the basis that the ball was kicked straight out, so restart was in line with where it was kicked from).

But then for some reason (presumably on advice from the TMO) he gave the kick in line with the offence on the 15m, which suggest he used the foul play while ball is dead scenario.

It's an interesting question. The referees reasoning was that the ball was kicked straight out on the full, so the restart would be where the ball was kicked from, and that's where he said to the TMO he was going to give the kick, on the 15m line.

But when the play restarted the kick was on the 15m; in line with where the incident took place.

Under Law 10, misconduct while the ball was out of play, the PK would have been where any restart would have been (back where it was kicked from), but as the whistle hadn't gone when contact was made, then the ball was still in play. So we are back to law 21.

I would love to know on what basis they have appealed?

Reasoning still not up, but appeal failed.
