Simple question.

Late shot on the kicker. Kick goes out on the full. Where's the penalty?

In Union....Sanction: either at the place of infringement, where the ball lands or where it was next played.

So, in your example = place of infringement.

Late-charging the kicker. A player must not intentionally charge or obstruct an opponent who has just kicked the ball.
Sanction: The non-offending team may choose to take the penalty kick either at the place of infringement, where the ball lands or or where it was next played

If the kick grows onto touch, the mark would be on the 15 metre line in from where it crossed.

Also, if the kicking team opts for the mark where the ball lands, the mark must be at least 15 metres infield from touch.

Edit - I just noticed this was in a league forum (not obvious in the android app). This applies to Union. Sorry for cluttering up the forum.

10 metres infield from where ball enters touch on the full
10 metres out from goal and touchlines if ball enters touch in goal on the full
10 metres from goal line in line with where ball goes dead if dead in goal on the full
