Firstly - what does the column marked "union" mean - that they were proposed by that Union, or that those amendments are only to be used in that Union and no others?

I think that Union refers to the union which requested the clarification or proposed the amend. On the WR website the clarifications are listed as searchable by the union that raised the query (which led to the clarification), I assumed the document followed suit....almost treating the aamends as clarifications
