If we wouldn't sanction a celebrating try-scorer - why should we sanction an opponent who has conceeded the try?

The try scorer is hurting his own team. Let the clock run. The defender is hurting the opposition: ATP starting with a warning and stopping the clock until the ball is available, as suggested above.
