10.4(e) - high tackle

If you don't buy that the jackler has the ball - same law, plus playing a player without the ball.

If you consider that the almost incidental contact between cleaner-out and jackler as the cleaner-out flew past the jackler made this a ruck - then 10.4(k), collapsing the ruck or maul.

And in any event 10.4(m) - unless you consider high tackles on a player with or without the ball to be good sportsmanship.

More generally:

I like to see skilful play rewarded and not stymied by niggling little offences.

The jackler got to the ball clearly before the cleaner-out arrived, stayed on hs feet and got both hands on the ball; had the tackled player not just held on a moment too long (nlo#1), he'd have had clean possession when the cleaner-out arrived. Even then, he avoids the clean-out; but is prevented from taking clean possession of the ball by the cleaner-out grabbing him by the neck and collar from behind (nlo#2). As a result, the turn-over that he had created by his skilful play was negated and the offending side maintained possession.

If you deliberately ignore material offences (and what could be more material than allowing the offending side to retain possession?), you are making it about yourself just as much as if you blow for everything; the question is one of balance.
