You presuppose that (a) also means legal. I could argue the two are diametrically opposed. Bearing weight on feet and hands on ball would make it exceptionally unlikely you survive a clean out.
but there’s a difference between hands on the ball and hands on and able to win. If you have hands around the ball and are in a position to lift, assuming no holding on as you are cleared out the ball should come with you. If you have hands on the side or top of the ball, you are not in a position to win the ball and when cleared out the ball will not come with you.
i don’t think the guidance is particularly helpful in this area. There is cheating from both sides (tackler holding on, Jackler not really trying to play the ball but win a penalty). It will still come down to what the referee sees or interprets.
