[Junior] Fly hacking loose play, under 11s WRU?

Current Referee grade:
Level 1
Refereed a game today and i blew for fly hacking ahead in open play and said it was not allowed. Coach thought i was wrong but was fine about it. After game i contacted some district coaches who coach and referee at this age group and they all agreed with me.

I then checked it on the WRU pathway which specifically states that you cannot fly hack at under 10s but does not mention it at under 11s, i would then think under 19s rules apply. So in future i would allow.

Can any of you WRU boys confirm that i would be right to allow or have i missed something?

No reference to "No fly hacking" so I'd say you got this one wrong.

Note that the Pathway dones not specifically state Flyhacking is allowed at U12 or U13 so. As it is not "disallowed, by omision it is allowed (in your own half).

and in the oppo half too given its not disallowed by WRU U11 regs?
