As mentioned that law applies if it's been grounded, but you're not sure who by.

My reference was when you're not sure if it was grounded or held up?

In the OP I was thinking that if you're not sure if it was grounded or held up then that meant a stoppage for "any other reason not covered in law" so it got me wondering.
